Optimising for Results vs Cost per Result

What's the difference between optimising for these two KPIs? You might get a better understanding of this if I set an example for you. 

Let's say you've got two ad sets. Ad set A has 5 impressions and a spend of 10 euros. Ad set B has 10 impressions, but a spent of 30 euros. Presumably, ad set A is going to have a lower CPR; therefore, it would be considered as the best performing ad set, since with less budget you've achieved more results. 

Optimising for CPR takes the cost into account, and that's why you'll get more accurate results.
