Your actual CPC (reported in your campaign and keyword dashboards) can be higher in the following cases:
- With manual bidding you are using Enhanced CPC.
- You are using portfolio (automated) bidding strategies for your campaign.
Above strategies will increase or lower your bid automatically if the Google Ads engine thinks a certain click will lead to a higher conversion value eventually increasing your final results.
If you like to stay below a maximum CPC, then use manual bidding in Expert Mode like in the screenshot below.
